Policy Analysis in Government- Some Observations

Some Observations Rushikeah M Maru R S Ganapathy To understand the extent and nature of internal policy analysis in public organisations, the authors conducted an exploratory study of policy analysis mechanisms in the three Central government ministries of health and family welfare, agriculture and science and technology. A series of unstructured interviews were conducted with officials in these three ministries to understand the organisation of policy analysis within the ministries, and to identify major issues for further research. What is presented in this note is a set of preliminary observations for discussion.

UNITED STATES-Energy, Environment and Election

October 30, 1976 UNITED STATES Energy, Environment and Election R S Ganapathy THE urgent issues of environment and energy seem to have found a relatively unimportant place in the current US presidential campaign. No doubt the two major candidates present alternative approaches to the problems; but unemployment and inflation, defence and foreign policy

Managerial Effectiveness An Action Plan

Unlike other inputs, managerial resources are not easily amenable to programming and control. This is mainly due to social, cultural and individual personality factors, which are complex variables not easily understandable like technological or physical resources.

Microstudy and Evaluation". Ph D thesis in agricultural econdmics, Duke University, University Microfilms, 1971. For a summary of his argument, see his joint paper with W Gustaf- son, "Delivery of Canal Water in North India and Went Pak istan", Economic and Political: Weekly, Vol 6, No 52, 1971, 9 In Prasad's sample, 59 per cent of plots in the biggest land holding size-groups (above 20 acres) had irrigation. In the smallest size- group (up to 5 acres) 55 per cent of the plots were irrigated, In the two intermediate size-groups (5-10, 10-20 acres)' 50 per cent and 30 per cent, respectively, had irrigation. PETROCHEMICALS-The IPCL Story

September 20, 1875 ty with the widely shared belief that ia any such household survey, higher incomes are under-reported while the lower incomes are over-stated. This is said to happen because high income households may not be adequately included even in a fairly large-scale sample survey. Also, some of the very poor people who do not have any house, are usually excluded from the sample. Such deficiencies in coverage distort the picture of income distribution obtained from survey data" (p 193). It is likely that the more prosperous the year the more the possibility of the richer incomes getting excluded from the sample studies; hence the illusion of declining inequality.

MULTINATIONALS-Behind the Facade

MULTINATIONALS Behind the Facade R S Ganapathy OVER the last few years, large American and European multinational corporations have increasingly felt the need to polish their public image and present themselves as socially responsible business organisations. The basic objective, however, remains that of maximising profitability. Environmental pollution, profiteering, restrictive trade practices, sale of lower quality goods, false advertising claims, repressive labour policies, corruption, political interference and lobbying, arc all important issues on which the modern business corporation's positions are precisely those that boost its overall profitability. A whole breed of professional managers has been groomed, however, to develop in collusion with the owners, a facade of social responsibility

SOUTH AFRICA- Science, Technology and Racism

August 2, 1975 security problems, has become more relevant than ever before. Now a bis section of the Israeli population apparently believes that Israel's nuclear deterrent will prevent a new war and perhaps even "coerce the Arabs into peace".

Transportation and Equity

Transportation and Equity R S Ganapathy Energy and Equity, by Ivan lllich; 1974; Rupa and Company; pp 95; Rs 6.
IVAN Alien's views on education, social change, health care, or political systems, have been very controversial and original. His views command considerable respect even if they are disagreeable. His Centre for Intercultural Documentation at Cuernavaca, in Mexico, has been doing outstanding work in shaping a social policy for the new world. In his latest book, "Energy and Equity", he makes a searching examination of the role of personal transportation systems in modern society and their equity. While transportation is a major consumer of energy, a better title for the book might have been "Transportation and Equity".

ENERGY- Still No Policy

ENERGY Still No Policy R S Ganapathy NINE months after the much-awaited formation of the Ministry of Energy, no guidelines have still emerged about energy policy goals and R and D strategies. The Ministry now consists of a Department of Power and a Department of Coal It also has the responsibility for formulating, reviewing and co-ordinating energy policy. Apart from a minor reorganisation of functions, no major decision on energy R and D has been taken. The Fuel Policy Committee submitted its recommendations in May 1974, but they are still under the 'active consideration' of the government.

projects at the same time and priority is proposed to he accorded to Vijayana- gar over Vizag on the ground that the latter will be designed to produce flat products of which there will be no shortage till 1985-86, once Bhilai and Bolcaro reach the 4 million tonne stage. But in the case of shaped products which Vijayanagar will produce, substantial shortages are expected from 1978-79 onwards. The decision, therefore, is to go ahead with the preparation of the detailed project report for Vijayanagar and hold it up in the ease of Vizag project.

debt relief. Since the repayment liability for the current year is about $ 675 mn, net non-project aid during the current year will be only $ 125 mn. The socialist countries do not usually extend non-project aid. Oil credits secured so far aggregate about $ 200 mn. There thus remains a trade gap of about $ 700 inn

SPACE RESEARCH-Unspelled Objectives

use of unplastered walls and the tile filler-slab roof, the Department was rejecting almost the whole of the Committee's recommendations. This was not only because the roof was a major item of cost-saving. Even at present the Department constructed two or even three-storied dwellings using load- hearing masonry and not RC-frame walls; only the roof was RC-slab and, therefore, needed to he replaced. Also, if the light tile filler-slab roof were not introduced in preference to the heavy RC-slab roof some of the other crucial recommendations of the Committee, such as the use of country- burnt bricks and 4-1/2" walls would also go by default. The wall strength and thickness would need to he increased to take account of the heavy roof, and thereby the Committee's entire approach may be washed away.
