is provision of easy credit. Agricultural operations cover relatively longer periods and cultivators requiring credit are far too numerous. In such a situation, the total quantum of credit and the arrangements for disbursing it have to be planned well in advance. No such careful planning seems to have been done in any of the States covered by the present studies. Even in the case of Madras, the study points out that "credit, right from the beginning to the implementation stage, was a neglected item resulting in many delays and dislocations". Co-operative credit is generally available only to members of co-operative societies. The primary societies themselves have to arrange for the necessary funds from co-operative banks. Non-members have to rely on other, forms of loans, the terms of which are much more stringent. No one will dispute the study team's suggestion that credit should be integrated with the supply of inputs and sale of produce. But in a situation where even arrangements for disbursement of loans in cash have been found wanting, linking of credit with input supplies may create more problems instead of being a solution to existing problems.
