Lula at the Crossroads?

What is most distinctive about Luiz Inacio Lula da Silva's administration is not its set of economic policies per se, but its rupture with the principle of direct, popular input into decisionmaking in such matters as the composition of the federal budget or the nation's economic priorities under the aegis of technocratic necessity. Instead, the administration has been forced to seek broad parliamentary alliances, even as it has had increasingly conflictual relationships with the very social movements that played a role in bringing the Workers' Party to power in the first place.
