National Rehabilitation Policy AT present at least two drafts of policy document for Resettlement and Rehabilitation (R and R) prepared by the ministry of rural development, government of India, are under circulation. This note has two main objectives to place the issue of displacement within the model of Indian development, and to identify missing links in the drafts which may eventually emerge as constraints in evolving a successful policy frame.
