A Note on Concepts B V Mehta Public enterprises including railways are expected to contribute Rs 1,345 crores to the Rs 16,000 crores required to finance the development programmes of the public sector during the Fourth Plan. This represents almost a three-fold increase over the surplus of Rs 475 crores realised from public enterprises in the Third Plan.
