A Tale of Many Cities

Urban governance under the 74th Amendment Act has been ignored in Karnataka. A study of Dharwad district shows that the Act is not implemented in letter and spirit and governance and planning is done through a small section in the deputy commissioner's/collector's office and has no links with the chief planning office in the zilla panchayat.

Making Panchayats Accountable

While democratic institutions and democratic practice are important for good governance, the latter is not guaranteed by the former. In the context of panchayati raj institutions, strengthening people's participation in the gram sabha is a critical prerequisite for making panchayats accountable to people. The arguments in this paper are drawn from experience in mobilising and studying gram sabhas in select locations in Andhra Pradesh.

Emergence of Backward Castes in South Telengana

Studies of two villages from Telengana, Andhra Pradesh, tell us a story of the emergence of backward castes in local politics. These unirrigated villages have not seen green revolution or any improvement in agricultural technology, which has prevented the strengthening of earlier class/caste power structure. It has allowed backward castes to improve their position socially and also in landownership.
