The ministry of rural development has recently come out with new guidelines for watershed development in areas coming under the Drought Prone Areas Programme and the Desert Development Programme. White they incorporate a more innovative and flexible approach to watershed manegement, they still continue to neglect important issues including gender-related problems and common property resources.
