Union Budget 2020–21: Contrasting States and the Centre’s Approach to Gender Budgeting

India had been at the forefront of gender budgeting more than a decade ago. However, over the years, it has slowly lost the gains made. The reasons for this turnaround are manifold. But states, compared to the centre, have been demonstrating a better gender sensitivity in their annual budgets. This is second in a two-part article series that deals with what constitutes gender budgeting in India, the gender sensitivity of budgets presented by the centre and the states. Union Budget 2020–21: A Critical Analysis from the Gender Perspective

Gender budgeting is a process of bringing forward a gender perspective at all stages of policymaking. Based on the recommendations of the Gender Budget Charter 2007, the finance ministry takes corrective measures to address gender disparities in terms of allocations for government programmes and schemes annually. This is the first in a two-part article series that deals with what constitutes gender budgeting in India, the gender sensitivity of budgets presented by the centre and the states.

Gendering the Twelfth Plan: A Feminist Perspective

A gendered analysis of the Approach Paper to the Twelfth Five-Year Plan suggests that women must be recognised as growth agents in India's political economy across all sectors. The gendering of public policy must move into macroeconomic space. While "inclusion" is listed as an objective, there is lack of clarity on the mechanisms for including the excluded, and for measuring and monitoring inclusiveness over the plan period. From a gender point of view, the generation of livelihoods and employment should be the central driving force for growth, and the resources generated should support social policies that universalise education, health and social security.

Recasting Indices for Developing Countries-A Gender Empowerment Measure

A Gender Empowerment Measure Aasha Kapur Mehta This paper tries to construct three measures of gender empowerment based on the following indicators: representation in Lok Sabha, state legislatures, gram panchayats, panchayat samitis and zilla parishads; the literacy rate; exercise of the right to vote; life expectancy and income. The scores and ranks obtained by the 16 states for each of these variables, the author suggests, reveal gender-based disparities that can be meaningfully used by policy-makers and analysts.
